In a significant step towards improving oral health and reducing people’s financial burdens, the Singapore government recently introduced higher dental subsidies for the holders of Community Health Assist Scheme (CHAS) cards, including those of Pioneer Generation and Merdeka Generation. These new measures, set to take effect from the fourth quarter of 2025, aim to make dental care more accessible and affordable for a large portion of the population.

Under the new scheme, eligible individuals will receive increased subsidies for seven types of restorative dental treatments, including dentures, crowns, and root canal treatments — and for those considering permanent tooth replacement, dental implants in Singapore may also be covered under Medisave. For example, a Merdeka Generation cardholder undergoing a subsidised molar root canal treatment will see their out-of-pocket cost reduced from about $700 to $370, with the option to use up to S$400 from their Flexi-Medisave, potentially eliminating cash payments altogether.

Cost Transparency
To ensure that the increased subsidies effectively reduce out-of-pocket expenses for patients, the Ministry of Health will introduce standard fee benchmarks for common dental treatments in the fourth quarter of this year. This measure aims to enhance cost transparency and prevent providers from raising prices due to the increased subsidies.
Impact on Patients
The enhanced subsidies are expected to benefit approximately 1.7 million CHAS cardholders, making dental care more accessible and affordable for a significant portion of the population.

With more financial support for complex procedures, patients may opt to save their teeth with a root canal instead of going for an extraction.

Emphasis on Preventive Care
Health Minister Ong Ye Kung emphasised the importance of preventive dental care, noting that oral health often deteriorates in adulthood. To address this, basic and preventive dental care subsidies, currently limited to specific groups, will be extended to orange CHAS cardholders. This move is expected to encourage more people to seek regular dental check-ups and maintain good oral hygiene.
Similar to what the health minister said, Dr Sim Wen Han from Casa Dental highlights the significance of preventive care, sharing with Lianhe Zaoabao, “While teeth and gums naturally deteriorate with age, poor oral hygiene is the primary factor. Regular cleanings and check-ups can help maintain oral health and address issues early on.”
